The White House Drug Policy Office Counterdrug Technology Assessment Program supported a $40MM grant program for federal, state and local law enforcement technical investigators. This included funding for the development of a secure, on-line, grant management application.

Challenge:

A previous vendor had spent more than 2 years developing a web-based grants management tool for a $40MM federal program, spending more than $1MM to develop an application that simply did not work. The government client was unable to use this application to manage its program. Consequently, the government had to implement a manual process which required additional personnel to manage the program. Promet was tasked with delivering a working application to replace this "system" and it had to be in place to coincide with the opening of the next application period.

Solution:

Within only 7 months, Promet delivered to the client an application that allowed for user authentication, online application submission, and administration login. It enabled the client to develop extensive reporting and automated the distribution of email notifications. The installation of this application greatly reduced manual processing of credit card payments and resulted in substantial savings in labor costs. Instead of a team of 5 people managing the day to day of the program, only 1 full-time employee was required to use this system. The client reported satisfaction from applicants, reviewers and administrators.
